If Skupper is shipped as a set of use cases that extend the existing router use cases, there is a possibility that users might be confused by the overlap of new and existing user stories. To minimize this:

• all existing documentation should clearly apply only to the 'router'
• new documentation should clearly apply only to 'skupper'
