From ENTMQIC-2353 - The ability to set per-user limitations is necessary in a shared infrastructure environment where users are given different quotas of messaging.

The basic settings for different users was implemented in https://issues.apache.org/jira/browse/DISPATCH-1427 and released upstream in 1.10. These may now be used by any policy agent.

This jira tracks improvements to the sasl-delegation plugin to make use of the new settings.
