Inter-router control links can become permanently blocked in cases where address updates require multiple frames

In cases where there are a sufficient number of addresses in use that an inter-router mobile address update (MAU message) requires multiple transfer frames to deliver, it is possible for the inter-router control link to become blocked such that it will not recover.

When this happens, the neighbour relationship between the connected routers is lost due to the non-flow of HELLO messages.
