The upstream interconnected cloud router image and the downstream interconnect image differ in how they do environment variable replacing. This has made it necessary to add workarounds in AMQ Online in how it creates addresses with a dollar sign in it depending on running with upstream or downstream.

It would be good to have the startup scripts synced so we can remove the workaround.
