Currently, when an address becomes unreachable (i.e. the last valid consumer for the address is gone), new deliveries are released and credit is not revoked. This may cause senders to repeatedly send the same delivery until credit is exhausted. If the credit were revoked using drain, the senders in question could stop transferring deliveries more quickly.
