[c, py] Descriptive error messages for TLS failures

Currently, the repertoire of errors seems to be limited to "certificate verification failed" and "unknown error". It would be helpful to get more descriptive messages. Why exactly did the verification fail?

I'll attach a reproducer for some of the unhelpful messages later.
