The upstream CLI shell was disabled in AMQ Broker 7.13.0 because it depended on the uber jline jar. The jline uber jar includes all the modules but the broker only requires the modules: jline-console, jline-reader and jline-terminal.
Replacing the jline uber jar with only the required module jars reduces the size of the bin archive and surface for future security issues.
