[7.12] Merged cluster of JGroup will not lead to the AMQ cluster update

      One cu is is using the latest 7.4.20 EAP server and is testing  the AMQ cluster behavior, in short, he has 2 server group EAP servers in domain mode which consisted one AMQ cluster based on JGroup. he noticed when one group servers is being restarted,  sometimes the AMQ cluster cannot being setup to servers in another group.  After investigation, I noticed this is always with the JGroup merge. When there is a JGroup Merge,  the JGroup cluster will be updated, but AMQ cluster did not update.
