Add `pending retries` metric for pending acks in mirroring case. Since the retry ack does not remove the count until it's retried.

When an ack is not found in the target mirror, the system will add a retry record and a later retry will be performed.

These records have no metric anywhere. We should have a pending retries records to track an intermediate state with these acks.
