[QE] Update ATS issue verifier to handle standalone/operator differences.

If a bug with the "upstream-test-coverage" label affects both standalone and operator/container, then the verifier will check the standalone tests and mark the issue as verified without checking the operator/container test coverage.

Quick fix: if the bug has components "operator" or "container image" then don't mark the bug as verified.
