      On the JBoss EAP Messaging documentation we can see this statement

      Last-value queues will not work as expected if the queue has paging enabled. Be sure to disable paging before using a last-value queue.

      LVQ semantics should be independent of paging or in some way isolated from it regarding the relevance of global maximum size.
