[Docs] Allow Static (Client Side Only) HA Configuration for CORE Clients

      Currently, the core client supports disabling topology updates for load-balancing, but does not support static configuration for load-balancing. This is problematic for scenarios where it is preferable to allow the client to use a fixed list of broker URIs for failover.

      Use Case 1: You want the client to be able to fail over to a secondary cluster that is not part of a primary cluster topology

      Use Case 2: You have a mix of SSL and non-SSL acceptors with a requirement that some clients ALWAYS use SSL but also to support failover for non-SSL clients

      With the current core clients, there does not seem to be a way to disable topology updates for HA behavior. This enhancement would introduce a switchable behavior, perhaps using a similar URI flag to the one used to disable topology updates for load-balancing. Maybe useTopologyForHA=true/false to allow topology updates to influence failover or restrict failover to a static list.
