[Docs] Document New CLI Shell

      I implemented a new CLI upstream, that is using JLine and provide auto-completion through a Java Terminal (jline).

      I have documented it upstream: https://github.com/apache/activemq-artemis/pull/4565 with a new chapter about the CLI shell.

      We need to provide an equivalent doc for it downstream.
