Please add documentation and tests for HA-only clustering

Some users have s need for clustering only for the purpose of quorum voting for replicated HA operation and have no need or desire for message forwarding of any kind. This task would add documentation for an HA-only configuration similar to that described in:

This configuration should also be added to QA testing to ensure that regressions with respect to failover and replicated HA behavior do not occur in conjunction with disabling message forwarding.
