AMQ6 Consumers blocked when setting both "consumers-before-dispatch" and "delay-before-dispatch" as queue parameters

AMQ6 client connects to Artemis (AMQ7) to get messages on a queue setup with the following parameters:

• consumers-before-dispatch=10
• delay-before-dispatch=1000
  Expected behavior : Consumption starts one second after the consumer started to wait on the queue
  Issue: The consumer waits forever and no message gets consumed.
