AMQP JMS Producer client always creates an ANYCAST address

If a QPID JMS producer which is configured to use a topic connects to the broker prior to the consumer, the address is always created as ANYCAST. However, is the consumer connects prior to the producer, then the address is properly created as MULTICAST.

The expected behavior would be that the producer properly creates a MULTICAST address.
