Older version of the operator image are missing

      Customer would like to access older version of the operator but it looks like we don't keep older version in the operator hub and only the latest image can be installed.
      For example for AMQ 7.10 there only following operators available:

      oc get packagemanifests.packages.operators.coreos.com amq-broker-rhel8 -oyaml | grep "^ version: "
version: 7.10.0-opr-3
version: 7.9.4-opr-5

      7.10.0-opr-1 and opr-2 are missing.
      So are the 7.9.4-opr-4 opr-3 etc ...
