Enforce cipher order when connecting to AMQ Broker via SSL

    Description

      AMQ Broker does not enforce cipher order when clients are connecting to its acceptors or the the broker console. A testing tool does not consider this to be safe and reports this:

      Has server cipher order?     no (NOT ok)

      Could this be changed in the broker?
