mtaylor1@redhat.com nicely described the issue in a linked ENTMQBR-568.
The underlying issue is that OpenWire will auto-create the queue "address::address" on send if it doesn't exist. It should only do this when no queue (regardless of name) exists for this address.
The result of this behaviour is that two queues get created, hence why you are seeing every other message.
