[OLM] Cross channel upgrade from 7.9.4-opr3/4 7.10-opr1 is broken

      1. install the operator from 7.x channel
      2. change the subscription from 7.x channel to 7.10.x one

    Description

      Cross channel upgrade doesn't work. Changing the channel in subscription doesn't trigger the csv update and consequent upgrade.
