Remove defunct rate references from web console

      • Open web console, navigate to "Queues" tab
      • Run:
        `$ bin/artemis producer --message-count 10000 --user admin --password admin`
        `$ bin/artemis consumer --message-count 10000 --user admin --password admin`
      • Observe no 'Rate' metric

      The 'rate' metric is not displaying any value, even if messages are flowing through a queue.
