At the moment to build the operator downstream we utilize a downstream Dockerfile as cachito in the build system infrastructure grabs the source but we need to have the build kicked off by us for it to do so.

Ideally we would productize the Dockerfile once at the midstream in an automated fashion, as per the other container image components, and eliminate this difference as a potential source or error.
