[doc] Upgrade the operator-sdk in use

      At the moment the operator "depends on" a very old version of the operator-sdk, v0.8.2. We have been somewhat hesitant to "upgrade" as it is a largely rip and replace operation to the base of the operator code which introduces risk.

      However we have come to the point where it is a serious liability and is introducing risk and incompatibility.
