Backup Broker Web Apps Do Not Restart After Network Outage

      1. Configure a two-broker HA cluster with network pinger (sample configuration attached)
      2. Start both brokers and wait for live and backup to come up
      3. Bring down or block access to the network check address(es) (script attached - execute as root on check point host to temporarily disable network adapter)
      4. Watch until both live and backup brokers detect the failure and shutdown
      5. Restore access to the network checkpoints
      6. Live and backup brokers correctly restart as live and backup, respectively
      7. Check access to the backup console - it becomes unreachable

      The previous LTS version (7.4.x) does not seem to manifest this behavior

    Description

      In a broker network configured with network pinger, both backup and live shutdown when the network (ping addresses) become unavailable, but when the network is restored, the backup broker console remains down, though the backup broker comes back online. This condition persists and if the live broker is brought down, the backup becomes live; however the backup console and metrics apps remain unavailable until the broker process is restarted.
