Consolidate single operator per architecture to single multi-arch operator

At the moment there are at least two separate operators for the architectures s390x and x86_64. Discussion has been underway to consolidate these two into a single operator that would enable a single "build" that would build all containers under the same id enabling the same package name and OperatorHub delivery.

This would also include PPC64LE as well.
