move creation of all config to init container

    Description

      Currently altho the init container creates a full new set of config only the address settings are used. We should change this to use the whole configuration. The issue we have tho is that teh container image uses env properties to configure stuff, we should make sure that this remains backward compatible  (if we really need to)
