Support autotuning Journal batch buffer

Currently AMQ uses a fixed sized timeout TimedBuffer to batch writes vs the journal: many containerized environments would benefit instead by a more flexible approach that can both handle:
1) the same configured broker to run vs different disks having different speed
2) different brokers sharing the same physical disk to adjust their behaviour to better adapt to the current disk load
