As per the ActiveMQ 5.y documentation regarding Message Redelivery and DLQ Handling a policy option exists that automatically provides for an individual dead letter strategy per destination.
At the moment no equivalent functionality exists in ActiveMQ Artemis, and an upstream issue exists for this enhancement via ARTEMIS-470.
