Broker Operator loops through Routes, trying to update them, when in-place upgrading an existing SS CR

Steps to reproduce:

1) Deploy 7.5 operator (image :0.9)
2) create CRs for 7.5 broker
3) Undeploy 7.5 operator
4) Upgrade CRDs
5) Deploy 7.6 operator
6) Try to scale up existing CRs (change size attribute)

Expected: Resize happens

Real: Operator loops through route, seemingly unsuccesfully applying changes to Route over and over. Logs attached.
