Send the messages with a CORE producer, ie `./broker/bin/artemis producer --destination queue://TEST.Q --protocol core --message-count 100`
Use the Duane's reproducer attached at ENTMQBR-3309 and replace the tweaked `activemq-client-5.11.0.redhat-630343.jar` with an original one.

In an environment using OpenWire clients, broker version 7.4.1 and messages sent by a CORE producer, we see that messages get prefetched out to the consumer up to its prefetch limit. However, after the client reconnects the delivering count is displayed as prefetch+1.
