Build the AMQ Broker Operator using CPaaS

      Add to the amq-broker product definition (https://gitlab.sat.engineering.redhat.com/cpaas-products/amq-broker/blob/master/product.yml) a project element to build the AMQ Broker Operator but ATM the CPaaS operator component isn't available (https://docs.engineering.redhat.com/display/JPC/Operator+components)

      From the CPaaS Users room:

      @Domenico Bruscino right now, we (MW) haven't decided on a standardised way to build and productise operators.
@Marek Goldmann is looking at it and in due course(shortly) we will have a  recommendation.
I would say leave the operators out for this first pass of onboarding(Conatiner images and Maven Components
is all that is needed at this moment) and we will address it once we have a strategy. The CNV team is building
their HCO (Hyper Converged Operator) on CPaaS (they have added functionality on CPaaS to do this).
@Daniel Belenky and @Emil Natan are good contacts if you would like to pick their brains and maybe
try out their approach.
