Enable operator usage in disconnected clusters

Recently it has been observed that the process of getting OCP up and running in air-gapped environments is difficult and problematic. An approach to addressing some problems is to adhere to a policy of using image SHA's instead of using image tags as we currently do now.

We need to evaluate if this is meaningful to us, and if we should make the change, and if so what the impacts are.
