Improve performance of per-address settings

      At present the datastructures used for address-setting limit lookup is inefficient when having a lot of addresses with separate settings.

      In a messaging service offering, customers want the ability to set per-address restrictions. In a shared infrastructure model, a broker may contain a lot of addresses that contain different address-settings.
