Once enabled at custom resource creation time the messageMigration spins up the scaledown controller which is associated with the ActiveMQArtemisScaledown CRD. To remove stop and disable such scaledown controller requires deleting the operator generated scaledown custom resource instance manually or restarting the operator with messageMigration: false.
