[AMQ7, HA, replication] change configuration default vote-on-replication-failure to true

    Description

      To avoid certain split brain scenario can we please change the configuration generated using the "--replicated" flag to include vote-on-replication-failure "true".

      Ideally this would be changed as a code default (see ENTMQBR-2667) however that will probably only happen in a Major version release. This configuration change could occur in a minor version release.
