Operator does not handle 'apply's of the custom resource while scaling

At the moment for 7.4.0.CR1 if you kubectl apply or oc apply a custom resource update while the pods are scaling the update may not take affect and have adverse side affects. This is a known limitation that needs to be resolved for 7.4.0.CR2
