Currently, FQQNs are supported only with message consumers, per a note in the downstream Broker guide, Addressing chapter:

We need to remove that note and add/improve content for using FQQNs. The actual change that would be made by the customer is on the client side, so we need to assess whether this content is appropriate in Broker doc, or should procedure be in Client docs (with a pointer from broker).
