Cause: User configured Network Health Check, and a network outage happened. Consequence: If you make changes on the XML, changes that would be normally applied such as queues, security filters, diverts will not be picked up unless you restart the broker. Fix: We are not applying the changes even if the broker is stopped during a network outage. Result: After the fix applied, XML changes will be picked up even if the server is stopped due to network outage.
