Document HA option restart-backup on the slave broker

      This bug is directly connected to the ENTMQBR-2007.
      There is an undocumented option restart-backup, which is used exactly on once place in upstream and downstream documentation.

      21.4.4. Using Slave Brokers
      Upstream has the very same usage.
