Allow only a single consumer to receive messages

User Story:

As a Developer

I would like to be able to develop an application that creates multiple consumers on a queue where only 1 consumer receives messages

so that my application can keep total order guarantees whilst at the same time having high availability if the exclusive consumer crashes
