the following issue when doing regression testing on AMQ 7.13.3:

You disable authentication throttling:

This causes your console clients to be unable to login, and when reviewing the logs, you do not even see the JAAS Login Module logging when logging at a TRACE level.

This behavior seems to be introduced with 7.13.3 and is not reproducible on 7.13.2.

To reproduce the issue:
With version 7.13.3 with the option -Dhawtio.authenticationThrottled=false, console become inaccessible.
