Support Jasypt encryption in Spring XML files, particularly etc/broker.xml

Currently, encrypting passwords using Jasypt is supported only in Blueprint XML files. This is a request to support Jasypt encryption also in Spring XML files. This is particularly important for the etc/broker.xml configuration file, which is defined in Spring XML format.

In order to support Jasypt in Spring XML, we need to add the following bundle to the activemq feature and to the jasypt-encryption feature:

mvn:org.apache.servicemix.bundles/org.apache.servicemix.bundles.jasypt-spring31
