Messages received via MQTT are not forwarded to TCP consumers

      Hi,

      Customer using A-MQ 6.1 reported to me that messages sent to the broker via MQTT transport are not received by the TCP transport consumers.

      I think I'm able to reproduce the issue (see attached Maven example - just run mvn test to reproduce the issue). The funny thing is that Broker MBean indicates that the messages has been enqueued to the broker, but still TCP consumer didn't receive anything.

      I'm not really sure if this is bug or misconfiguration (of mine and the customer).
