Not possible to browse entire queue with maxBrowsePageSize="0"

      1. In etc/activemq.xml add the following policy entry
      <policyEntry queue="THE_QUEUE_NAME" strictOrderDispatch="false" prioritizedMessages="false" maxBrowsePageSize="0" maxPageSize="2000" useCache="true" usePrefetchExtension="true" producerFlowControl="true" queuePrefetch="50">

      2. From hawtio attempt to browse messages in the queue from the 'Browse' tab. (Nothing is shown)

      In A-MQ 6.3.0, 6.3.0-r1, 6.3.0-r2 it is no longer possible to browse an entire queue with setting maxBrowsePageSize="0"

      This worked in the 6.2.0 and 6.2.1 releases
