Fabric features do not work properly on A-MQ 6.2.1

      2. fabric:create
      3. create-ssh-container --user admin --password admin --host localhost test

      Note that the the new SSH container does not start:

      test 1.0 karaf yes default error - io.fabric8.patch.management.PatchException: Invalid ref name: baseline-ssh-fabric8-1.2.0.red

      In principle, Fabric8 operation is available on A-MQ, as well as on Fuse:

      Most Fuse/A-MQ users who are planning a fabric-based installation start with the Fuse distribution, but A-MQ is documented as supported. Unfortunately, basic features of fabric do not work correctly.
