In a Fabric managed env the embedded broker's lifetime is controlled by the mq-fabric bundle.
In case of mq-fabric loosing the connection to Zookeeper for only 1-2 seconds, it stops the broker but never restarts it!
As a result the broker remains shut down until the container is restarted.
