PersistJMSRedelivery can make the message lost after restart

      Using blueprint file from ENTMQ-540 , I send a message to queue "in" and then kill the broker. After the restart, sometimes the message is lost and I can see following in broker log:

      Duplicate message add attempt rejected. Destination: QUEUE://in, Message id: ID:avano-ThinkPad-T430s-55936-1434452370587-1:1:1:1:1

      Without the "<policyEntry ... persistJMSRedelivery=true/>" I'm unable to reproduce this issue.
