masterslave network connectors via SSL failed to disconnect and reconnect

I have a setup of 3 brokers local, master, slave.
local network connect to both master and slave via ssl.
master and slave both are using a share datastore.The producer is sending messages to local broker, and there is a consumer receiving messages from master / slave broker. After couple failover by restarting master/slave, it will reach to a state that the messages are not getting forwarded from local to master/slave.
