profile: → profile2: URL handling is broken

The idea behind ENTESB-7896 was to create delegating profile: URI handling. Fundamentally, it needs Git access, but sometimes (e.g., etc/org.ops4j.pax.web.cfg) a need to resolve profile:jetty.xml may occur much earlier, before Git access is available.
That's why changed profile: URI handler actually tries to delegate to profile2: (actual handler) in configured intervals.

The problem was that there was both configured set of increasing intervals and a timeout configured - but they didn't work together.
