Create an installer (probably openshift template) for Grafana

Create an installer for Grafana that packages up a set of dashboards by default.

There are a number of examples of this :

We want something easy to run that installs Grafana, installs the dashboards, pre-configures the prometheus data-source if it exists, and sets up the Fuse dashboards as defaults.
